Born in 1958 in Tomsk.
1980 — graduated from the Minsk State Pedagogical Institute for Foreign Languages (Interpreters’ Department, English and French languages).

1994 – completed a training course at the Foreign Service Institute of the US State Department
1993-1994 – Third Secretary, Secretariat of the Ministry of Foreign Affairs of the Republic of Belarus.
1994-1999 – First Secretary, Embassy of the Republic of Belarus in the United States of America.
1999-2001 – Head of the Department for International Security and Arms Control, Ministry of Foreign Affairs of the Republic of Belarus.
2001-2003 – Counsellor, Permanent Mission of the Republic of Belarus to the UN.
2003-2005 – Counsellor, Minister-Counsellor, Embassy of the Republic of Belarus in the United States of America.
2005 – Head of the American Department, Ministry of Foreign Affairs of the Republic of Belarus.
2005-2006 – Ambassador-at-large, Ministry of Foreign Affairs of the Republic of Belarus.
2006-2013 – Assistant to the President of the Republic of Belarus.
January, 2013 – September 2017 — Deputy Minister of Foreign Affairs of the Republic of Belarus.

Since September 13, 2017 – Permanent Representative of the Republic of Belarus to the United Nations
Holds the diplomatic rank of the Ambassador Extraordinary and Plenipotentiary.
Speaks English

Mr. Rybakov is married and has a son.
