Belarusian delegation participates in presenting a HRC’s annual report

The Human Rights Council submitted an annual report on its activities for the consideration of the UN General Assembly.

Deputy Permanent Representative of Belarus to the UN Irina Velichko briefed about the Belarus' approaches to the activities of the HRC.

As the Belarusian diplomat noted, that the Universal Periodic Review of HRC is an unquestionable achievement, which allows monitoring the human rights situation in all countries without any exception.

The Universal Periodic Review (UPR) is a mechanism of the UN Human Rights Council, which provides regular reviews of fulfillment of human rights obligations by 193 UN Member States. UPR provides an opportunity for each State to declare what actions have been taken to improve the human rights situation. Through UPR countries around the world exchange best practices in the field of human rights. Currently, no other universal mechanism of this kind exists.

At the same time the Deputy Permanent Representative stressed that politicized approaches in human rights issues hinder HRC to coherent deliverance. That approaches referred, first of all, to the adoption of country-specific resolutions. The Belarusian diplomat urged to optimize the HRC’s agenda by abandoning the practice of duplicating decisions by the General Assembly and replicating divisive resolutions, which led to significant financial costs.

In conclusion, the Deputy Head of the Belarusian Mission suggested HRC to facilitate the joint work between Member States and all UN funds and agencies in the field of human rights, and encourage adoption, following Belarus, of comprehensive nation plans aimed at implementing UPR recommendations in all countries without exception.
