The Sixth Committee (Legal) of the United Nations General Assembly has completed the consideration of the report of the International Law Commission on the work of its sixty-sixth session. Mr. Andrei Popkov, Legal Adviser of the Ministry of Foreign Affairs of Belarus, has taken part in the consideration of the ILC report and in the UN International Law Week (October 27-31).
Annual Legal Advisers’ Meeting, which celebrates its 25-th anniversary this year, featured the Under-Secretary-General for Legal Affairs and United Nations Legal Counsel Miguel de Serpa Soares, as well as his predecessors in this position. The meeting has been marked with thorough discussion on the role of legal advisers in the international organizations and international relations. The participants have also addressed the issues of strengthening the international justice system (transparency of work, implementation of decisions, amicus curiae), international legal standards for extraterritorial access to online data; sanctions; monitoring machinery for international humanitarian law. Mr. Popkov has discussed with ILC members and candidates to the International Court of Justice the approaches of Belarus towards codification and progressive development of international law. He has also had a number of bilateral meetings with his foreign colleagues.
In the course of deliberations of the Sixth Committee Mr. Popkov has brought to the delegates’ attention the conclusions and proposals of Belarus with regard to such legal issues as expulsion of aliens, protection of persons in the event of disaster, protection of environment during an armed conflict as well as certain aspects of international criminal law and international law of treaties.
